Hmm ... works here (in one direction) in Cyrillic:

bor@cooker% zstyle ':completion:*' matcher-list 'm:{a-zабв}={A-ZАБВ}' '+r:|[._-]=** r:|=**'
bor@cooker% l аTAB
bor@cooker% l АААБ
Completing files
АААБ   АААГ   АААВ

May it depend on locale settings? Do you have locale set up?
