(bug: 3.0.4) up-arrow causes duplication of the last character in the previous line

I can't reduplicate this on demand...

Occasionally when I use the up-arrow (to get previous history commands) the  
last character is doubled.

Is this a termcap problem?  Here is the vt100 I am using... with the leading  
spaces trimmed so it doesn't wrap...
