i think this has been discussed before but i can't find it:
is there any reason we shouldn't get rid of ChangeLog?
it doesn't provide any information that isn't in the git log, and it
makes back-porting tedious because every single commit has a conflict on
that file
if we just want a record for the tarball we could have a script that
massages the git log into a similar format during the release process
