Re: PATCHv2: Allow parallel make

Is anyone testing on Cygwin? If I run 'make -j 4 -w' on my Cygwin,
it fails while building rlimits.dll in Src/Builtins as

gcc -std=gnu23 -c -I. -I../../Src -I../../Src -I../../Src/Zle -I. -DHAVE_CONFIG_H -DMODULE -Wall -Wmissing-prototypes -ggdb -o rlimits..o rlimits.c
false # should only happen with make -n
make[3]: *** [Makefile:598: ../../Src/libzsh-5.9.999.3-test.dll] Error 1
make[3]: Leaving directory '/home/takimoto/src/zsh/zsh/Src/Builtins'

Lines 597-598 in Src/Builtins/Makefile are

$(dir_top)/Src/libzsh-$(VERSION).$(DL_EXT) :
false # should only happen with make -n

and the line for the target rlimts.dll is

rlimits.$(DL_EXT): $(MODDOBJS_rlimits) rlimits.export $(dir_top)/Src/zsh.export $(LINKMODS_rlimits)

and LINKMODS_rlimits is set to (dir_top)/Src/libzsh-$(VERSION).$(DL_EXT)

I'm not familiar with Windows DLL, but it seems libzsh.dll must have been
built when liking module's DLL (no late binding or such on Windows DLL?).

If this is not easy to fix, I think it's enough to mention (document) that
parallel make doesn't work on Cygwin.

# NOTE: my Windows is a virtual machine on a macOS host (VMWare Fusion).
