Two independent fixes for the _django completion function.
1/2 fixes a parser bug where Django's [section] headers from
manage.py --help output were treated as command names, producing
mangled columnar output.
2/2 removes the hardcoded command list, which contains commands
removed from Django between 1.9 and 1.10 and now appears as
phantom entries for any modern project.
Each patch can be applied independently; 2/2 does not depend on 1/2
functionally, but the series order groups the parser fix first so it
can be reviewed on its own merits.
